【摘要】:IntendedUse8212;Compliancewiththispracticeprovidestheprocuringorganizationwithassurancethathumanuserswillbeefficient,effective,andsafeintheoperationandmaintenanceofmarinesystems,equipment,andfacilities.Specifically,itisintendedtoensurethefollowing:Systemperformancerequirementsareachievedreliablybyappropriateuseandaccommodationofthehumancomponentofthesystem.Usabledesignofequipment,software,andenvironmentpermitsthehuman-equipment/softwarecombinationtomeetsystemperformancegoals.Systemfeatures,processes,andproceduresdonotconstitutehazardstohumans.Trade-offsbetweenautomatedandmanualoperationsresultsineffectivehumanperformanceandappropriatecostcontrol.Manpower,personnel,andtrainingrequirementsaremet.SelectedHSIdesignstandardsareappliedthatareadequateandappropriatetechnically.Systemsandequipmentsaredesignedtofacilitaterequiredmaintenance.Proceduresforoperatingandmaintainingequipmentareefficient,reliable,approvedformaritimeuse,andsafe.Potentialerror-inducingequipmentdesignfeaturesareeliminated,oratleast,minimized,andsystemsaredesignedtobeerror-tolerant.Layoutsandarrangementsofequipmentaffordefficienttrafficpatterns,communications,anduse.Habitabilityfacilitiesandworkingspacesmeetenvironmentalcontrolandphysicalenvironmentrequirementstoprovidethelevelofcomfortandqualityoflifeforthecrewthatisconducivetomaintainingoptimumpersonnelperformanceandendurance.Hazardstohumanhealthareminimized.Personnelsurvivabilityismaximized.ScopeandNatureofWork8212;HSIincludes,butisnotlimitedto,activeparticipationthroughoutallphasesinthelifecycleofamarinesystem,includingrequirementsdefinition,design,development,production,operationsanddecommissioning.HSI,asasystemsengineeringprocess,shouldbeintegratedfullyintothelargerengineeringprocess.Forthegovernment,theHSIsystemsengineeringprocessismanifestedinbothamoreformalized,fullscalesystemacquisition,aswellasanon-developmentalitemacquisition.Forthecommercialindustry,thesystemacquisitionprocessislessformalandmorestreamlined.Eachprocessisdescribedbelow.GovernmentFormalized,FullScaleAcquisition8212;TheU.S.Government''sacquisitionprocessiscomposedofsixsteps,asillustratedinFig.3.Eachphaseisbrieflysummarizedbelow.CapabilitiesRequirements8212;TheCapabilitiesRequirementsphaseprecedestheotheracquisitionphasesanditisperformedbytheprocuringorganization.Itfocusesondefiningoperationalgoalsanddesiredcapabilitiesthatwillbeusedtoguidemarinesystemdevelopment;clarifyingrequirements;developinginitialdesignconceptsandalternatives;andassessingthefeasibilityandcostsofdevelopment.ThesearedevelopedthroughtheAnalysisofAlternatives(AoA)process,asdefinedintheJointCapabilitiesIntegrationDevelopmentSystem(JCIDS),andcapturedintheInitialCapabilitiesDocument(ICD).Thesearebasedonanalysesofmultipleconceptsthatconsideraffordability,technologymaturity,andresponsiveness.TypicalHSIinputsduringthisphaseincludedefininghumanperformance,habitability,andsafetyissues;identifyinghighlevelHSIrequirements;identifyingHSIrisks,functions,andtasksfromlegacyorpredecessorsystemsthatwillchallengehumanperformance;identifyingHSIlessonslearnedfromlegacyand/orpredecessorsystems;andidentifyingopportunitiesforworkloadreduction,manpowerop..........
