【摘要】:Thispracticeaddressesthedevelopmentofaxlecountadjustmentfactors,usingaxlecountsandvehicleclassificationcounts.Thispracticeprovidesinformationforusewithprofessionaljudgmentbygovernmentalagenciesandprivatefirmsinthemanagementofroadsandroadwaytraffic.Trafficmonitoringisimportanttothesafeandefficientmovementofpeopleandgoods.Thepurposeofthispracticeistoensurethattrafficmonitoringproceduresproducetrafficdataandsummarystatisticsthatareadequatetosatisfydiverseandcriticaltrafficinformationneeds.1.1Thisstandardpracticedescribestechniquesforadjustingobservedorassumedaxlecountssothattheywillrepresentcorrespondingestimatedvehiclecountsaspartofroadwaytrafficmonitoring.1.2Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesandtodeterminetheapplicabilityofregulatorylimitationspriortouse.
